Developing a clinical governance framework should be relatively straight forward in this day and age. After all, clinical governance has been a part of our lexicon for over 14 years now.

In recent years however, we have seen an enormous growth in telehealth. It can also be expected that many, many more health services will be delivered by way of fancy new information and communications technology strategies over the next ten years.

The key question then is….is clinical governance just clinical governance or are there additional considerations in clinical governance in telehealth?

The next question is…who is legally responsible for clinical governance of telehealth services; the IT provider or the clinical service provider?

This paper will discuss the clinical governance deliberations and considerations for telehealth services provided by HealthDirect Australia across all States and Territories in Australia.

Maureen Robinson
General Manager, Clinical Governance for HealthDirect Australia

For the many years Maureen has provided an extensive range of consultancy services, particularly in healthcare quality and clinical governance in both New Zealand and Australia. The work that Maureen undertakes in her role at HealthDirect Australia builds on her impressive track record of leading and creating reform in healthcare quality, including leading the review and redevelopment of the national Australian healthcare standards as Executive Manager for the Australian Council on Healthcare Standards.

Among many other reports and policies, Maureen developed Australia’s first state based health quality and clinical governance framework, "The Framework for Managing the Quality of Health Services in NSW’ and wrote the "Clinician’s Toolkit for Improving Patient Care”. Maureen designed and oversaw the implementation of the NSW Safety Improvement Program, the NSW Incident Information Management System, established the priorities for quality in the New Zealand health and disability sector and developed and implemented the New Zealand Incident Management policy and system.

Maureen’s key areas of expertise are:·

  • Healthcare policy· Standards and accreditation
  • Quality and safety in healthcare
